43-year-old Lucille Gallegos was a housekeeper at a Wichita apartment complex. In July of 2002, her headless body was found mutilated and burned in an empty apartment unit of the complex she worked at. Eventually, authorities caught her killer while perpetrating another crime. Imagine their surprise when they realized he was “The I-70” responsible for at least six unsolved rapes in the Witchita area. Due to a technician’s error, Douglas Belt had been cleared as suspect and free to continue his attack on women.
